Public First facilitated requests for sample data from police departments for what it tracks concerning 911 calls and for what it tracks concerning its larger records management system for all reported incidents.

The incident data request to Honolulu Police Department sought only limited information from the database by identifying fields from HPD’s incident report form.  That request specifically sought:  Report No.; Related reports; Date/time dispatched; Date/time arrived; Incident type; Incident code; Force used?; Offense; Class; Offense Code; NIBERS; Offense Flags; HRS Section No.; Disposition; Domestic violence?; General location (does not need to be specific address); Location code/type; Suspect race/ethnicity; Suspect juvenile?; Suspect hospitalization – mental?; Date/time report created; and Date/time report last modified.

In subsequent discussions, HPD explained that its records database follows the fields in the following forms:  HPD-192 (incident report form); HPD-192B (continuation form); DOT-1-174 (motor vehicle accident report form); HPD-108D (minor motor vehicle collision report form); and HPD-192E (use of force and conducted energy weapon report form).  Individuals interested in making more targeted requests for aggregate information from HPD’s database might start by looking at these forms to better understand the information that HPD has available.
