Public First observed that the State Department of Hawaiian Home Lands provides significant information about the process for applying for a homestead lease. But DHHL’s website does not provide potential applicants with a copy of the application. On November 15, 2024, Public First requested a copy of the application. The form may change, but this copy will provide potential applicants an idea of what to expect. When ready to apply, applicants still need to request a paper copy. At least as of the date we requested it, the paper copy that applicants submit to DHHL uses carbon paper.
