In various requests, Public First has sought information about children in foster care who have died or been seriously injured as a result of abuse or neglect.  Federal and state law require disclosure of certain information in these circumstances.  The Child Abuse Prevention and Treatment Act (CAPTA), 42 U.S.C. § 5101, and Hawaii Revised Statutes § 350-2 are two laws that address such disclosures.  This information is a bare minimum to oversight and accountability for a child welfare system.
