Public First requested files related to a complaint for an August 2020 incident–an alleged excessive use of force on a handcuffed individual–investigated by the Honolulu Police Commission.  The Commission released the report from its investigation and the report from HPD’s internal investigation.  Although the Honolulu Police Commission sustained a finding of excessive use of force, HPD only found sufficient evidence to discipline the officer for failure to activate his body-worn camera and failure to submit a use-of-force report.
